But what you do know is that 1-10 shadows can occur in an encounter outside a lair, while 2-20 shadows can occur inside a lair. If you run into 19 shadows, you can be pretty sure it's a lair. A lair has treasure, and shadows are treasure type F. To be sure! I think the payoff for taking out the remaining shadows would be great, both in coin and XP. I've been thinking about this a bit since the occupation of Ket, and now it becomes relevant since there are a few PCs present who could level up already. The criteria for leveling up is a) enough XP and b) an uninterrupted, full night's rest at the "town time" scale (where a player's turn covers a game day). So in order for our PCs to level up we need to "zoom out" to a broader scale for at least a game day (but probably several).
Because the abbey might not be "totally secure" as yet, I'd roll for an encounter check each night, and the outcome of this would determine whether the night's rest was "uninterrupted" or not. Meanwhile, during the day, you could get a bunch of work done clearing and establishing the abbey, scouting the surrounds, sending out messengers, using the cyrstal ball and so on...
