Most ordinary activities don't require a roll at all. It's only when something is hard, failure has a consequence, and the referee hasn't determined some other ruling that the "general check" die rolls come into play.
Players will normally succeed at these with a roll of 5-6 on a six-sided die. But if they are are especially "good at" something (because it's directly related to either their class, or their background) they will succeed with a roll of 3-6 instead.
There can be exceptions and referee fiat always overrides everything else.

The "general adj." given on the "Adjustments due to Ability Scores" is applicable to maximum number of HD. So, a Man with 14-17 constitution could achieve 9 HD. A Man with 18 constitution could achieve 10 HD. You won't need to worry about that for quite a while yet
