@ mentions now working

Mike has been hard at work behind the scenes, so it now looks like the @ "at" mentions feature is working. Yay!
If you type @ and the first letter of a board user's name, you'll see a dropdown list of all usernames beginning with that letter. If you pick one, the board will automatically insert {mention} tags around that username.
Alternatively, you can do it manually by typing out {mention}username{/mention} yourself (using square brackets rather than curly braces, of course).
When you post, the username will appear in bold red, and that user will receive a notification that they have been mentioned.
