Anything else, or do you just want me to cast Hold Person and hope for the best? I would assume he is targetting both magicians?

Yes, Hold Person targetting both. Maloof will be right up close (in melee range), "I will need to touch the ring as part of the casting."

I don't know if the fact that Fred at least has let his guard down and is not resisting the casting will have any effect on his saving throw...

Fred makes his saving throw, but Bob fails and is caught and held. Fred immediately realizes something is wrong. Initiative will determine what happens next - does Aldbane get his own Hold Person off before Fred gets a wand blast off?

If Maloof wins initiative, he will tackle Fred and wrestle the wand from his hand. Even with Maloof's low strength, it should be easy since Fred's got a ring of weakness!

Unfortunately I don't think Franklin was expecting this ruse, so I think he would be reactive to the situation (as opposed to proactive). If he suddenly finds himself on the front line (due to his friends getting taken out by the wand's effects) then his reaction would probably be to stab Fred with his magic sword.
