Tass looks up, sighs and mumbles "Looks like it will be the hard way". He then focuses on the task opens the lantern and transfer the flame to the wood. Once it is lit he takes off away from the stack to the second target and hurriedly smashes the oil flasks on it and repeats, smashing the lantern into the pile as well. If any guards or any gets near he will abandon the effort and try to escape.

Thanis hears a ruckus and says, Sounds like it’s time to go. No plan survives contact with the enemy.
He moves out toward Tass, or where he thinks Tass will be.

Stern joins the Tass extraction team.
I am hatching a plan to maybe topple the scaffolding and send the workers crashing to the ground. In my mind the scaffolding is suitably rickety that Stern could knock it over with his great strength. Is this a plausible idea?

Just remember the plan was to create a distraction, Tass was spotted but that doesn't mean it was fail. You guys got your distraction Tass will do everything not to get caught even if that means getting separated and unable to rejoin. He's Thief that's part of the job.

I think we have to get closer to see what's up anyway. For all we know Tass is fully engaged. Hopefully the distraction of
seeing the hobbit helps
us not to get seen

Stern will re-assess the situation when he gets closer, whether or not Tass needs help. The main goal for now is to keep moving and not get caught in the open.

Okay, so i have Tass getting the fires going and/or fleeing as necessary, half the party heading to the supply yard to see what’s happening, and the other half holding at the staging point. It shall be so.

Tass hastily gets a flame to the first lumber pile, which ignites with a satisfying whhomp and sends a glut of oily smoke skyward.
He’s razing the stores! There! There! yell men on the cathedral walls and roof, raising the general alarm.
Messy, acknowledges Tass, now aware of the pounding of running feet around the site. He has maybe a minute, tops, before there will be guards everywhere. He dashes to put flames to the second pyre….
Meanwhile, Thanis, Garamon and Stern make a beeline for the supply yard to get eyes on the Hobbet. Keeping somewhat low and hidden, they hear the general commotion ahead and see maybe a dozen men on the scaffolding (strong enough to support many men and heavy stones) all looking and pointing down to the supply yard, from whence a pall of smoke arises. As they reach the last of the surrounding outbuildings (and the last of the effective cover) they see men of the perimeter guard running toward the store yard just ahead of them.
No eyes on the Hobbet yet (the supply yard is still 40-50 yards yonder). From here they could either follow the guards right toward Tass but likely be seen from the walls, else veer right to move around the perimeter toward Tass in cover, else veer left and cut across the shortest route to the cathedral entrance…
