If you mean "how does he memorise a different spell from his existing repertoire?" then that is simply a matter of a daily meditation upon the spell book or scroll which will take one hour.
If you mean "How does he add a new spell to his repertoire?" then that is a matter of researching the new spell. Assuming he has access to the appropriate scriptures and tomes (i.e., a copy of the spell to be researched) and a peaceful place to conduct his meditations (i.e., a temple, abbey or nave) then dice rolls will determine exactly how many hours are required, as per Ulric and Highbough's research.
A templar cannot, however, invent new spells -- he can only study those that are pre-existing.

The Temple of Thuul would be the ideal place to conduct his meditations. The Concourse library might also do, if Pelenwin can find or bring the material to be studied.
