Dieter, Olaf and Crystin have surprise versus the three Hobgoblins at the diggings.

The troops at the parley are not surprised, and initiative will be rolled.

I think they might run if given a chance, it's the armed soldiers, especially the two leaders that are the danger. If we can get them, I think the others will break and run.
